Cllr  J  Yelland  declared  a  personal  interest  in  Item  7:  ‘Draft  Budget Proposals2017/18’(MinuteO&S6 belowrefers)and specificallythe recommendationrelatingtotheCouncilTaxSupportGrantpaidto Town and ParishCouncilsby virtueofbeinga towncouncillorandremainedin themeetingduringconsiderationofthisagendaitem.

A period of up to 15 minutes is available to deal with issues raised by the public.

In consideringthe latestForwardPlan,thefollowingpointswereraised:-

(a) Members  requested  that,  upon  publication  of  a  Hub  Committee meeting  agenda,  all  Members  of  the  Council  be  in  receipt  of  a notificationemailthatincludeda linkto theagendawebpage;

(b)Forclarity,itwasconfirmed  that theJointLocalPlanagendaitem wouldbypassthe HubCommitteeand wouldbe presenteddirectto the FullCouncilmeetingon 28February2017.

The Committeesconsidereda reportthatprovidedMemberswith adetailed positionstatementon theCouncil’sMediumTermFinancialStrategy.  In addition,thereportprovidedOverviewandScrutinyCommitteeMembers withtheopportunityto haveaninputintothedraftBudgetproposalsfor 2017/18priortothe considerationoftheHubCommitteeand FullCouncil.

Inpresentingthisagendaitem,the Section151Officertabledan additional paperthatoutlineda summaryofthechangesto thereportthatwasinitially consideredby the HubCommitteeatits meetingon19 December2016 (MinuteHC44 refers).

AspartofthestandingagendaitemontheJointLocalPlan,particular referencewasmadeto:-

(a) the  Informal  Council  session  on  16  January  2017.    A  number  of Members  commented  on  the  effectiveness  of  the  Informal  Council sessionand feltthat thepresentationgivenwasparticularlyhelpful;

(b) theimportanceoftheinformalMemberSessionon 31January2017. (NOTE. Minute Extract HC 40 (Economy Working Group Recommendations) arising from the Council meeting held on 6 December 2016 reads as follows):

‘Taking that viewpoint a step further, some Members also felt that there was the potential need for a task and finish group review to be undertaken into all aspects of the Council’s commitment and future approach to the Arts agenda.  The request was therefore made to refer this matter to Overview and Scrutiny for its consideration.’
