Declarations of Interest Members are invited to declare any personal or disclosable pecuniary interests, including the nature and extent of such interests they may have in any items to be considered at this meeting; Minutes: DM.24/18 Members and officers were invited to declare any interests in the items of business to be considered and the following were made:
Cllr R Steer declared a personal interest on behalf of all Members of the Conservative group in application 1708/18/NMM: Non material amendment of planning consent 18/1015/09/F (Reconfiguration of barn and provision of new windows) – Cott Farm Barn, Dittisham, by virtue of the landowner being the Leader of the Conservative Group. The Members remained in the room and took part in the debate and vote thereon:
Cllr T Holway declared a personal interest in application 0429/18/FUL: Erection of agricultural storage/transfer building with associated access road and landscaping – Land as Sx777426, Frogmore, by virtue of knowing the objector through a motor sports club, and being acquainted with the applicant, and he remained in the meeting and took park in the debate and vote thereon;
Cllrs J Hodgson and R Vint both declared a personal interest in application 2381/18/TCA: Trees T1 – T8 Crown lift trees to 2m over gravestones and access path – St Marys Churchyard, High Street, Totnes by virtue of the applicant being Totnes Town Council, of which they were both Members. They remained in the meeting for the debate and vote thereon;
Cllr D Brown declared a personal interest in the following planning applications that were sited within the South Devon AONB by virtue of being a Member of the South Devon AONB Partnership Committee and remained in the meeting and took part in the debate and vote thereon:

The report for application 4323/17/FUL: Demolition of existing building and construction of a two bedroom house – The Crab Pot, Beesands, Stokenham, TQ7 2EH had been left off the published agenda, and the Chairman had agreed to include it for determination at this meeting, as the appropriate notices had been sent out.

Outline application with all matters reserved except for access, for residential development of up to 110 dwellings with open space, landscaping, allotments, drainage infrastructure, estate roads and associated development
Case Officer Update: Condition 12 was to be amended to reflect the recommendation from Devon County Council and an additional condition was to be added that would ensure suitable means of surface water management.

During discussion, Members noted the lack of infrastructure and that currently residents in Lee Mill had to travel to Ivybridge for facilities. Members also noted the lack of a village centre, and that the situation may seem to be exacerbated by the new development. As a result, it was PROPOSED, SECONDED and on being put to the vote declared CARRIED, that the application be deferred to enable dialogue with the applicant to see if issues around social inclusion and facilities for the village could be improved.

During debate, Members noted the proximity of the proposal to neighbouring residential properties, and the resulting impact that the proposal would have. Whilst the reason for the position was explained by the applicant and was included in the case officer report, Members felt that the position of the proposal was insensitive to residents.
