The Chairmanpresenteda reportthat setoutthebudgetproposalsfor both revenuebudgetandcapitalprogrammefor2016/17.

 

Membersaskeda numberof questionsandtheChairmanandSection151

Officerrespondedindetailto thequeries,includingthefollowing:

 

-    theCollectionFundwasexplainedindetail;

-      a verbalupdateonthesummaryof themainpointsof thespending reviewwasgiven,particularlyinrelationto the impactof potential changesto theNewHomesBonus;

-      it was confirmedthattheoutcomeof thenexttriennialpension revaluationbeingdue atthe endof nextyear;and

-    assurancesweregiventhatthe levelof reservesweresufficient. It wasthenRESOLVEDthat:

1.  Thereportbe noted;

2.  Officersbe instructedtodevelopa strategy todeliverthe bestuse of the affordablehousingcapitalbudgetof£550,000and theuncommitted NewHomesBonusamountsof £63,000(inyear15/16)and potentially £317,000(in16/17)as per6.9and 7.3ofthepresentedagendareport;and

3.  Theprincipleof anappropriatelygradedsharedpostbeingemployedto focusonEconomicDevelopment,withthe targetofthepostbeingself- financingwithintwo years,asper para6.9 ofthe presentedagenda reportbe supported;

 

ItwasthenRESOLVEDthat Councilbe RECOMMENDEDthat:

 

4.  carparkingchargesbefrozenfor2016/17as setoutinAppendixF of the presentedagendareport;

5.  thefeesforthe EnvironmentalHealthCommunityof Practiceareas per presentedAppendixF;and

6.    authoritybe delegatedtotheCommunityof PracticeLeadfor Environmental  Health  inconsultation  withtheLeadHubCommittee Member,to modify the chargesofFoodExportCertificates,oncethe outcomeof thecurrentreviewisknown.
