Report of Lead Specialist – Place and Strategy

ThePortfolio  Holder  for  OurPlan  and  Strategic  Planning  presented  a reportthatupdatedMemberson the statusof Our Planandmade recommendationsfornextsteps.  Ithighlightedresponsesto theOur Plan publicconsultationthattookplaceinthe springand settheseina regional and nationalcontextof significantchangeoverthelast6 months.

He then respondedtoa numberof detailedquestionsregardingthe recommendationscontainedwithinthe report.

It wasthenRECOMMENDEDthatCouncilbeRECOMMENDEDthat:

1.  Option2 for progressionofOurPlan,as setoutatparagraph4 ofthe presentedagendareport,be pursuedrecognisingthat thiswillneedan extendedplanperiodto 2032or 2033;

2.   AdetailedDutyto Co-operateprotocol,orsimilaragreement,be establishedwith neighbouringplanningauthoritieswithintheHousing Market  Area.     This  would  address  joint  approaches  to  strategic planningrelatingto timetable,evidence,policies,strategicallocations, governance,staffing,scopeof HousingMarketArea,viabilityand infrastructureamongstothermatters;

3.  TheLocalDevelopmentSchemebe reviewedandre-issuedin line with recommendation1;

4.  Thatfurtherevidencework(jointor specific)beprocuredasrequired;

5.  Thata budgetprovisionfor 2016/17of £75,000bemadefor Our Plan, whichwillbea costpressurebuiltintothe Council’sMediumTerm FinancialPlanfor2016/17onwards;

6.    Thata SettlementBoundaryPolicybeconsideredforincorporationin future versionsofOur Planandnecessarypreparatoryworkbe undertakentoallowforthisoption;

7.  Thatitbeagreedthata WorldHeritageSiteSupplementaryPlanning Document(SPD)be pursuedin linewithexistingandproposed developmentplanpolicies;

8.  Thata further“CallforSites”beinitiated;

9.  ThatsiteOP16at BrookLane,Tavistockbeagreedto bedeletedfrom futureversionsofOurPlan;

10.  ThatGuidanceforNeighbourhoodPlanGroupsbe issuedtoinform

theirworkasitrelatesto Our Plan;

11.   Thata refreshedOurPlan EngagementStrategybe issued;

12.   ThatregularMemberupdatesessionsbe timetabled;

13.That  a  further  report  be  submitted  to  Hub  Committee  and  Council makingspecific  proposals  forfutureconsultation,  consideration  and submissionofOurPlan;and

14.Those   specific   details   to   be   agreed   under   recommendations

2,3,4,5,6,7,8,9,10and 11be delegatedto theLeadSpecialist– Place and Strategyin consultationwith theleadHubCommitteeMemberand theLeaderofCouncil.
