Leisure Procurement Update

Report of Lead Specialist – Place and Strategy and Lead Specialist - Assets

The PortfolioHolderfor CommercialServicesintroducedthepresented report  which  sought  toapprove  the  award  criteria  forthe  joint  leisure serviceprocurementprojectfor WestDevonBoroughCounciland South HamsDistrictCouncil,alongwith thesupplementaryreportthatsoughtto nominateWestDevonBoroughCouncilastheleadforthe purposesofthe joint  procurement  forleisure  services.    The  supplementary  paper  also askedthatMembersadopt theMemorandumofUnderstandingwhichset outthe principlesof collaborationand jointprocurement.

 

ThePortfolioHolderrespondedto minorqueriesregardingthe presented papers,  and  confirmed  that  within  the  Project  Board,  there  would  be capacityfor nominationof a ChairmanamongsttheelectedMembersand thata Chairmanscastingvotewouldapply.  ThePortfolioHolderalso advised  that  the  Overview  and  Scrutiny  (External)  Committee  had expressed  views  on  the  percentage  allocation  for  Level  1  criteria, however,  the  Joint  Leisure  Board  had  concluded  that,  providing  the contractwasproperlydrawnandenforceable,therewouldbe noneed to changetheproposedallocationsplitand the presentallocationas per the presentedreportshouldstand.

 

The ExecutiveDirector(ServiceDeliveryand CommercialDevelopment) (SD&CD)respondedto aqueryon financialmattersbyconfirmingthatan affordabilitylevelwillbesetout in theprocurementdocumentationand bidderswillbescoredontheamountthebideithermeetsoris underthe affordabilitylevel.

 

The  COP  Lead  Place  and  Strategy  explained  the  role  of  each  of  the namedofficersontheProjectTeam.

 

ItwasthenRESOLVEDthat:

 

1.   Theawardcriteriaforthejointleisureserviceprocurementproject forWestDevonBoroughCouncilandSouthHamsDistrictCouncil, as setoutinpara3 ofthepresentedagendareport,be approved;

 

2.  Inaccordancewithpara11 oftheJointCollaborationAgreement, WestDevonBoroughCouncilbe nominatedas LeadCouncilfor the purposesofthe jointprocurementfor leisureservices;and

 

3.   TheMemorandumof Understandingwhichsetsouttheprinciplesof collaborationandjointprocurement(subjectto anyfinalwording amendmentsbeingdelegatedto LeadSpecialist– Placeand Strategyinagreementwiththe portfolioholder)be adopted.
