TheLeadMemberfor Economypresenteda reportof theBusiness DevelopmentGroupManager(page20 to the agenda)thatadvised Membersof thecurrentsituationin respectofOkehamptonRuralBusiness Centreandsuggesteda way forward. Hesetoutthe backgroundto the issue and whythereporthad nowbeenbroughtto Membersattention,and alsothebenefitsto WestDevonBoroughCouncilifthematterwas progressed.
Members had a detailed discussion on this report and a number of concernswereraised. A specificissuethatwashighlightedrelatedto the impactonthe BoroughCouncilifthe developmentresultedin landor units beingleasedratherthansold. Officersconfirmedthat,whilstthiswas unlikely and had not been part of the ongoing discussions, any negotiationswouldtakethismatter intoaccountso thattherewouldnot be anadverseimpacton the BoroughCouncilifDCCdecidedto progressthe developmentas leaseunitsratherthanunitsfor sale.
ItwasthenRESOLVEDthat:
1. Memberssupporttheapproachdetailedinthe presentedreport,to enable thebringingforwardof employmentlandandthereby
generatinglocalemploymentopportunitiesand ultimatelybusinessrate
revenues;and
2. Membersagreethatauthoritybedelegatedto theHeadofPaid Service,inconsultationwith thes151Officer,DeputyLeaderofWest DevonBoroughCouncilandLeadMemberforEconomy,to draftand formalisean agreementwithDevonCountyCouncilinlinewiththe presentedreport.
